Updates vs Rebuilds

I think I've just answered my own question. man lunar gives an account of hold that would include rebuilds. Unless I'm misunderstanding things, a reply won't be necessary.

  I understand that some packages can be prevented from being updated via the HOLD capability. Does the same hold true for rebuilds, or do rebuilds ruthlessly rebuild everything? Is there anyway to protect a package from being rebuilt if the rebuild command is invoked?
