Updates vs Rebuilds

I understand that some packages can be prevented from being updated via the HOLD capability. Does the same hold true for rebuilds, or do rebuilds ruthlessly rebuild everything? Is there anyway to protect a package from being rebuilt if the rebuild command is invoked?
