Summary:                    Emailing of reports does not work anymore for failed compiles.
Description: 
When admin email is turned on and MAIL_REPORTS is toggled, we are supposed
to send out an email for successful install logs and a different email for
failed compile logs.  Right now theedge only sends out install log emails
and NO failed compile log emails.
