apache2 update problem

There is a problem with updating apache2 that is long standing and is 
getting far beyond being an annoyance.

EVERY time I update apache2, it adds two lines to my httpd.conf file 
that then causes a restart to fail.

The two lines it adds are:

LoadModule dav_svn_module     
/usr/libexec/httpd/modules/mod_dav_svn.so

LoadModule authz_svn_module   
/usr/libexec/httpd/modules/mod_authz_svn.so

Since I do NOT have WebDav nor SVN installed, it then fails when 
apache is restarted.

What can we do to stop this from happenning?
