No, we should NOT upgrade binutils to 2.17. The problem with binutils (and you
seem to need this reminder multiple times) is that binutils-2.17 will not compile
glibc (with or without NPTL). This is not a gcc-4.x or gcc-3.4.x problem.
It's a BINUTILS problem with glibc.
