various Python modules for scientific computing.

Note 1: I've added an optional depends on new netcdf module.
Note 2: existing moonbase version is 2.4.9
        latest stable version is 2.4.11
	latest development version is 2.5.11 - this one
Note 3: SOURCE_URL now uses php and node number, so needs to
        be updated for each version (e.g. 2.4.11 and 2.5.11)
Note 4: only tested using 2 example programs on web page
