I couldn't find what you did different than what I had tried, 
but it worked. I had made alsmo identical changes to both 
DEPENDS and BUILD.

Now all it needs is the addiditon of

optional_depends "postgresql" "--with-pgsql" "--without-pgsql" 
"for postgreSQL support"
