Inconsistency

The problem I am seeing that caused me to notice this is that when 
using apache2 with php, pear is not being installed.

I have two machine that are essentially identical lunar installations 
with the exception that one is running apache_modssl and the other is 
running apache2. On the machine running apache2, the php installation 
is not installing the pear command.
