Module submission rar-bin

Your module submission for rar-bin, unfortunately, must be rejected.

If you'll carefully read the license.txt that comes with rarlinux-3.1.1.tar.gz,
you'll see that RAR is "try before you buy software".  We don't allow
any software in moonbase that has that license scheme.

If you need unrar, that module has been in moonbase for quite a while and has
a much more usable license, i.e. "freely distributed".
