That's exactly why. if UPDATED is newer than the date installed, it will
be rebuilt. Because the cvs modules are hardly ever updated in the
moonbase (most updates are version bumps, which cvs modules don't have)
and because many cvs modules update on a nearly daily basis, the UPDATED
field grabs the current date.

I'll leave your second question to someone with a little more experience
with the cvs code. :-)
