Module site offline indefinitely

I've taken the module site down as it's apparently too difficult to fix
bugs before they're committed into moonbase. I think something needs to
change in the core to detect these problems as some really bad typos slip
through that should halt modules compiling entirely such as line 5 of this
commit:

The module site's cron job picks these up instantly...why do the core tools
simply ignore errors in the DETAILS files?

We need to fix this, which I'd bet is probably a small change. I don't want
to bring the site back up until then.
