The in between bug fix releases are usually announced on their mail
list. http://blade.nagaokaut.ac.jp/cgi-bin/scat.rb/ruby/ruby-list/43608

So yes 1.8.6-p36 is stable, I'm not sure why they keep insisting on only
showing the latest major release on their front page.
