New shadow 4.0.14 need testing

This is a long over due update. I fixed the problems that have occured 
for  previous attempts to update this module.

I need some people to test the functionality before committing this to 
moonbase. I need testing from both non PAM users and of course for people 
that use PAM since stuff is handled differently in these cases.
