check fastest mirror

Interestingly enough......

cmak just bumped the GeoIP database that provides geographic
locations based on ip addresses....

this might make it mute for making the mirrors have region codes,
just filter each mirror through the ip database
then have a region list for external country matches.

get all mirror ip's
flag based on country of mirror
sort through region filter for courtry
download away.

on a side note why don't we try implementing one of the download
aggregators/accelerator for multiple mirror sites
That would probably resolve the mirror issues. As each mirror would
share the load, thus making sysadmins much happier.
