modutils and modulr-init-tools fix

On second thought, this would suffer from the same problem 
of the initscript, if we use a common mod*.rc for both 
modutils and module-init-tools. Who should install it? Who 
should remove it? Should I use the same approach, or should 
I add a separate modutils.rc and m-i-t.rc? In the first 
place, what should I do with initscript and its install? The 
more I think about it, the more I see this mod* mess 
absolutely sucks!
