ncurses-5.4, please do NOT bump in moonbase yet

To all the lunar-devs,

Since ncurses-5.4 is out and it still will require a recompile of gcc
after ncurses has finished its install, it seems like a good time to finally
make the switch over to gcc-3.3.2.  One less recompile of gcc! :-)

So please do NOT bump ncurses in moonbase until we figure out a timeline
for switching gcc from 3.2.3 over to gcc-3.3.2.  That also means gcc-3.3.2
will be the default compiler in moonbase and the Lunar ISO's.

Also a list of the current apps thats still do NOT compile under gcc-3.3.2 with
kernel headers 2.4.x and/or 2.6.x would be really helpful in making this
timeline for a switch over!
