gts cant find pgm.h, netpbm is installed here so it is available.

The problem was with the second stage of the netpbm BUILD. Headers were
getting put in /usr/lib, instead of /usr/include. This fixes that and now
gts shows this;
    
    checking for pgm_init in -lnetpbm... yes

Fix applied to netpbm/BUILD, commit
2b85003cea1f944ec7a63eb3914537a4228e1820
