Summary:                    zlocal modules do not work without ZLOCAL_OVERRIDES
turned on
Description: 
If ZLOCAL_OVERRIDES is turned off, modules in the zlocal directory do not
work, even if there is not a module with the same name in the normal
moonbase.

I noticed this when creating the new gaim-extprefs module.
