Summary:                    Disable restart of services for a module with init.d
script
Description: 
Flag for DETAILS file to disable the automatic restart of a service for
modules with init.d scripts (net-tools anyone?). Also adding a global
override function where you can disable automatic restart of ALL init.d on
a module install.
