That's because gendiff.tar.bz2 is downloaded as part of your moonbase
and is ALWAYS present in moonbase/devel/gendiff/  Its all of 1542 bytes
in size. It does seem that svn garbled the tar.bz2 file that was part of
moonbase. I've uploaded a correct version of gendiff.tar.bz2 to moonbase
and correctly marked it with svn:mime-type now so svn should stop
mangling it.

Your bug report didn't say that gendiff.tar.bz2 was corrupted.

Was going to install gendiff but it was not found in 

http://lunar-linux.org/lunar/cache

I manually looked there and I did not see it.
