at the end of the lin it says 
Don't forget to edit /etc/config.d/ntp.conf
it should say
Don't forget to edit /etc/ntp.conf

Actually, /etc/ntp.conf is only used if /etc/config.d/ntp.conf doesn't
exist.  The prefered location is /etc/config.d/ntp.conf.

well then it should create /etc/config.d/ntp.conf instead of creating
/etc/ntp.conf which is what it does now

error was in the build... the ntpd.conf is *SUPPOSED* to be in
/etc/config.d and someone changed that without fixing the whole module.
The error has been corrected.
