at the end of the lin it says 
Don't forget to edit /etc/config.d/ntp.conf
it should say

Actually, /etc/ntp.conf is only used if /etc/config.d/ntp.conf doesn't
exist.  The prefered location is /etc/config.d/ntp.conf.
