Summary: Coretools always want to register with master server
Description:
During dbguin's downtime we noticed that the core tools always want to
register to the master server not regarding the users settings concerning
moonbase mirros etc.

fixed, both in lunar and theedge. Just forgot to close this bug. The fix
was to add proper timeouts to this special call, releaving the burden of
the hanging timeout.
