this wasn't broken by anyone - there are just some packages around that 
are circular by nature, and xorg-server and mesa are one of them.

the only real way to fix this is to do a circular build, or change the 
upstream trees drastically.

Since we don't have a way to build xorg without mesa, or mesa without 
xorg, you're stuck. That's probably the easiest solution, but would 
still require every person to go through the loop once.
