The link is working. But you have built wget without ssl - this means it
does not know how to download files from https://
(and that is why option for https are not present and you get Usage: help)
Rebuild wget and say yes for optional SSL.
lin -r wget
"for SSL support" <--- say y here
This SSL support should be required dep in Lunar because many modules in
moonbase uses https://

The kernel country mirrors are dead now. Please change your kernel mirror
to the master:
Use lunar command to open menu
Option->Software Mirrors->KERNEL
At 57% of list you will see:
ftp://ftp.kernel.org/ "Master Site"
Highlight it and pres Enter key to select it.
Then exit.
