pkg-config and glib-2

How does one install pkg-config and glib-2 on an older lunar installed 
system (Lunar Linux 1.4.0 (General P. Fault))?

I am trying to update apache2 and lunar is insisting on installing 
pkg-config which has a circular dependency with glib-2. I try to lin 
glib-2 and it fails because pkg-config is not installed so I try to lin 
pkgconfig and it fails because glib-2 is not installed.
