kde-l10n-de module for crater, new version of KDE4

here is the l10n module for kde4



there's a new release of kde4 with "VERSION=${MAJOR}.2"

also you can use the normal $KDE_URL as $SOURCE_URL, looks like 
"SOURCE_URL=$KDE_URL/unstable/$VERSION/src"

on my x86_64 machine, it compiles successfully.
