There is no definitive way of solving this problem. On any system, the amount of 
dependencies that would have to be reconfigured could be anywhere between 0 and 
ALL installed packages.

No logic can solve this problem. If you really want to completely reconfigure 
KDE, you'll have to remove all of it and start again. That can be as simple as 
`lrm --purge qt3`, but remember, reconfiguring requires recompiling...
