Module Submission documentation page

Following a conversation with rammsteined on #lunar about submitting
new modules, I've whipped up a page for the documentation site:
http://wiki.lunar-linux.org/index.php/Module_Submission

This is not available from the Documentation front page, but does
appear under the More Information link which takes you to
http://wiki.lunar-linux.org/index.php/Lunar_Linux/Documentation

Please feel free to correct formatting for the Lunar style, and
any speeling misteaks of course.

Note: maybe the empty Module Example and Module Functions page links
should be removed from the front page too.
