I version bumped dhcpcd to 3.0.16 in moonbase already.

bin86 0.16.17 is marked as UNSTABLE by the bin86 devs themselves. Its certainly
not for regular use, and caused problems in moonbase.

Probably no one has had the time to test everything required by a bash version
bump yet.
