Use of && in DEPENDS and CONFLICTS files

There is no need to use && in CONFLICTS or DEPENDS files. These constructions 
are only *required* in BUILD files, and *preferred* in POST_INSTALL files.

Using them in DEPENDS or CONFLICTS files accomplishes nothing, so please leave 
them out.
