Go to "Device Drivers" and say No [N] to "ATA/ATAPI/MFM/RLL support".
Or compile them as modules. This way SATA will be first.

Warning! your cd/dvd-rom drive will be /dev/sr0 since then, hard disk will be 
sda. Just make sure /dev/cdrom is pointing to sr0. This should be made 
automatically by udev on boot.

If you are migrating from /dev/hda device you need to update grub/lilo config 
and mtab/fstab.
