kernel 2.6 menuconfig and utf locale

hello,

the menuconfig  changed somehow so that its totally 
unusable on a linux console using an utf locale.
i added an "export LANG=C" on top of my linux-2.6 BUILD 
which fixed the problem.
note: the kernel config works fine on an utf terminal. but 
somethimes X aint available and ... yeah...well anyway, 
maybe this shouldnt go to the module and we let our utf 
users figure it out hehe, hmm, well, whatcha think?

heres the patch:
add "export LANG=C" to top of BUILD
