When I attempt to install fglrx I get the following error:

The license of module fglrx is incompatible with the list of
allowed and/or rejected licenses. Please adjust the ACCEPTED_LICENSES or
REJECTED_LICENSES variables to include or not include the specific
license of this module.

How do I "adjust the ACCEPTED_LICENSES or
REJECTED_LICENSES variables to include or not include the specific
license of this module" to get this to install?
