PostgreSQL major version change to 8.1.0

OK, dumb question time:

does this mean that I - as a normal user, not a dev - need to ensure that
I have installed postgresql-8.1.0 before I next update the moonbase?

how often should I - as a normal user, not a dev - update the moonbase?
