hotplug.functions and DEBUG

I turned on the debug function of /etc/hotplug/hotplug.functions and these are 
showing up in the log files;

Mar  5 09:10:10 [default.hotplug] no runnable /etc/hotplug/vc.agent is
installed
Mar  5 09:10:10 [default.hotplug] arguments (vc) env 
(SUBSYSTEM=vc_OLDPWD=/_DEVPATH=/class/vc/vcsa6_PATH=/bin:/sbin:/usr/sbin:/usr/bin_ACTION

Google only came up with 3 or 4 hits, none of which explains what a vc.agent 
is, what it does, etc.

Anyone seen this before?
