Module submission - liboil

Added this module (slightly modified/cleaned up) to the moonbase.

However, I did NOT add the gst-plugins optional_depends on this new module as I do not have a system that has the proper gst-plugins depends installed in order to test it.  So another dev, with a more diverse system configuration than the boxes I have, will just have to do that.
