fmutil comes with teTeX, kinda awkward since gnuplot IMO doesn't need 
something as bulky as that, but in any case, please check if you get the 
following:

$ lvu from fmutil.cnf
teTeX-2.0.2:/usr/share/texmf/web2c/fmtutil.cnf
