So I suppose the server-daemons aren't affected either (being upload
applications ;)

It's not so much the bandwith that is being limited, more the speed per
connection. It's no problem to connect 50 clients, all doing 12.5 kb/s

Is there any way of checking if any of the limitation-tools have been setting
limits?
