connection-speed throttled?

I have this very weird thing on my Lunar-Linux server: http and ftp connections
do not get any faster than appr. 12.5 kb/s, doesn't matter what client is
connecting, nor does it matter where from. Even if I download files to another
server, connected to the same switch, speed doesn't get any higher and they
useally do a 10 - 70 mb/s amongst each other :-(

I can connect with lots of clients and they all do the 12.5 kb/s ????

If I use scp the speed is limited to 35 kb/s

The system has one NIC, via-rhine, connected at 100 mpbs full duplex according
to the Cisco switch.
I have a simular system, installed with another distro, not being limited and I
can't image it was this way before, I would have noticed.

Although I use shorewall, I haven't set any burst-limit and of course I have
tried taking down shorewall.

I use the 2.4.25-grsec kernel
webserver is apache2
ftpsever is proftpd

I don't use any throttling-tools AFAIK

Is this a lunar thing, have I missed something or has my NIC died on me?

Any thoughts?
