Where is pear

I am trying to figure out what is going on with PHP and PEAR 
installation.

According to the pear.php.net web site, "When using PHP >= 4.3.0, the 
PEAR Package Manager is already installed unless one has used the 
./configure option --without-pear."

However, it is NOT getting installed with a "lin php" even though 
there is no "--without-pear" option listed in either CONFIGURE or 
BUILD for php.

Is it the php distribution that is broken or is there a hiccup in 
lunar?
