A simple question: how is it possible to do this? Can I modify my moonbase?
If yes, is there a tool?

I would tend to agree with this. After all, if one specific package isn't
ever going to work right with certain optimizations, it can always be
written into the BUILD script to override that part of the opts in CFLAGS
(or CXXFLAGS, etc).
A messy fix for the BUILD scrip off the top of my head:
CFLAGS=`echo $CFLAGS | sed -e 's/\-O3/\-O2/g'`
Of course, you could write some sort of simple function to handle this;
some sort of optimizations filter, but I don't think it would be
necessary.
