moonbase bug with lin and proxy

Hi all,

several people have reported problems with lin moonbase not honoring
proxy settings. The reason was that lin moonbase is handled by a separate
function (try lsh: "get_moonbase"), which called wget directly.

As a fix for theedge I rewrote get_moonbase to use the get_url function,
which honors the proxy setting (and download rate, etc.). Hopefully
we can merge this change into lunar soon.

those of you without patience should lin theedge for the fix, if you were
not already using it.
