New kernel version 2.4.23

Debian has just announced the presence of a local root vulnerability in the 
2.4.22 and earlier kernels. I have just bumped linux-stable which will be 
available at the top of the hour for update.

There may be a lilo/grub label typo which I will go back and fix / test but 
it's cosmsetic so I'm pushing it out now.

Be advised I have been finding that answering 'n' to "configure kernel" 
with .23 when the .config file is coming from .22 has resultied in a loop.
At least one other developer has *not* seen this, so it may or may not 
be an issue with the kernel.
