[Lunar-commits] <moonbase-core> ncurses: comment the installwatch devoke line in BUILD.

Hey Ratler,

please undo this merge or merge cavaliers rewritten BUILD file.
It makes no sense _not_ to devoke there.
cavalier just said that he's going to file a pull request in a bit
that only requires one prepare_install...
