[patch] - please commit: ltime bugfix

Hello,

I have no rights to commit to lunar-tools.git so someone push it for me 
please.

Affected: current lunar-tools, latest Lunar ISO.

description: if LANG variable is set to other language than us ascii 
compatibile the filtering function of ls stops working after A character 
so in ltime menu only A character beginning continents/countries are 
present.
Test case:
installed Lunar: from command line execute: LANG=pl_PL ltime
Lunar ISO: in language setup select pl_PL (or pl_PL.utf8 or pl_PL.iso88592 
- codepage does not matter).

Other languages may also be affected by this bug.
