Coreutils update/mktemp

I think the best thing to do is to make coreutils install mktemp in /bin which
would (1) solve the conflict immediately, and (2) would make it easy to just
remove mktemp from all the dependencies.

care needs to be taken that all the scripts expect mktemp to work when installed
in /bin ...
