I confirm. After doing lrm docbook-utils the fontconfig compiles _without_ any 
patches, just out of the tar.gz box. You can build it without BUILD script.
(the docbook-3/4 presence has no effect when there is no docbook-utils 
installed).

The attached fontconfig.patch should make everybody happy:
1. I made sedit more smart. (Only apply it if user really does not 
have /etc/localtime file - otherwise skip this redundant change)

2. patch removed - it is not needed in any case

3. the fontconfig only breaks if docbook-utils is installed and docbook-4.1 is 
not. So lin docbook-4.1 if docbook-utils present, otherwise skip it.
(docbook-4.1 is 55kb size so not much big)

4. other small cosmetic clean-ups.
