We could try a simple method by greping mirror list using ISO3166 country 
codes of home country and close neighbours. Example mirrors for me:
.pl, .de, .fr, .nl, .be, .lu, .cz
Just to try these first and then run predefined mirror order in module.
Just marking server by continent name would improve downloads. The most 
overloaded links are long distant between continents.
