binutils 2.17

keep it at 2.16.1 until we go gcc-4.1.x (at that point it's a required update 
to make it all work. FYI I'm using gcc-4.1.1 here with binutils-2.17 and 
glibc-2.3.6, and apart from a lot of c++ apps not compiling (bad coders!) it 
works OK).
